According to Lanzhou's 2025 Government Work Report, the city —  capital of China's Northwest Gansu province — will focus on six key areas to drive sustainable development:

Economic growth and opening-up

Lanzhou will strengthen its economic recovery by boosting consumer spending, improving investment efficiency and expanding demand. The city aims to boost its openness to consolidate its upward economic trajectory through both qualitative improvements and quantitative growth.

Industrial upgrading and innovation

Its industrial structure will be optimized by modernizing traditional sectors, nurturing emerging industries and scaling up modern services. Technological innovation and development of industrial parks will be prioritized to create new economic growth drivers.

Reform and business environment

Key reforms will be implemented systematically to stimulate domestic growth. Lanzhou will further improve its business climate and support private enterprises to unlock their market vitality.

Urban-rural integration

The city will enhance its comprehensive capacity through coordinated urban-rural development, major transportation projects, county-level economic growth and rural vitalization.

Eco-system protection

Lanzhou will commit to green development by intensifying pollution controls, eco-system conservation and restoration, and low-carbon initiatives to maintain its reputation as a green and beautiful city.

Livelihood improvements

People-centered policies will ensure tangible benefits in employment, public services and social governance, making residents' lives more secure, prosperous and fulfilling.

Overall, by advancing these measures, Lanzhou is aiming to build a more prosperous, innovative and livable city in 2025.
