Maqu county is an important section of the water supply system and ecological functions of the upper reaches of the Yellow River. In multiple townships he visited, Yin researched the outcomes of wetland restoration and grassland desertification controls.

Following green concepts, we should adhere to the principle of "prioritizing protection and highlighting controls", diligently fulfill obligations as custodians of the upper streams of the Yellow River, expedite implementation of ecological protection and a high-quality development plan, and enhance the regional ecological environment via comprehensive controls of environmental systems as well as key ecological projects on wetland restoration and return grazing land to grassland implemented in a coordinated manner, Yin said.

In addition, the balance of economic growth and ecological protection should be taken care of following a new approach for high-quality development in line with ecological and green concepts and making full play of technologies in farming so as to incubate cultural tourism and modern farming industries, he noted.

As synergy between poverty relief and rural revitalization was another key agenda of his visit, Yin visited local schools, businesses and rural administrative organs to gain insight into local education, industry development and grass-root governance.

“Development should be viewed as a general solution to a variety of issues in the region. We should promote rural revitalization to further consolidate the outcomes of the poverty-alleviation initiative through solid monitoring and help safeguard the baseline against massive repoverty , ” he said.

Local government should support development of industries to increase local residents' incomes, capitalizing on local strength in resources. Education needs are to be prioritized. In terms of governance, we should develop cultural, health care and technical undertakings for better public services so people here can live a happy, secure and accomplished life, he added.

Yin also visited the Labrang Monastery in Xiahe county, where he was briefed on the monastery’s management and people-to-people communication. In a meeting with local religious representatives, he expressed his expectation that they can further carry on the refined tradition of loving the nation and religion, follow the right political direction, implement the Party's religion-related principles, adhere to the strategy of Sinicization of religion, conduct monastery management and religious activities in line with laws and regulations, and guide followers to safeguard the reunification of the motherland and national unity for shared development.
